Proposal Toolkit

Ontario’s Regional Renal Programs may submit proposals to the Ontario Renal Network to address an identified need.

This toolkit includes an overview of the proposals and the process guidelines for each of the different proposal types.

Overarching Principles for all Proposals

  • If a proposal has a regional impact, the submitting Regional Renal Program should seek the review and endorsement of the proposal from its Integrated Renal Program Council before submitting.
  • All proposals should be submitted by the regional director and regional medical lead representing the Regional Renal Program.
  • Proposals should clearly articulate the identified need, be complete and be submitted on time.
  • All proposals should consider the best interests of patients and have a patient-centered focus.

Capital Planning Proposal

Use the Capital Planning Proposal for a renal-related program or service need that requires the support of new or renovated capital infrastructure. 

Proposal Example: Requests for large capital projects

Submission Deadline: Submit proposals year-round to your Regional Renal Program’s Local Health Integration Network

Capital Planning Proposal Process

Small-Scale Expansion Proposal

Use the Small-Scale Expansion Proposal for the expansion of a Regional Renal Program (i.e., expansion of a dialysis unit to add additional dialysis stations) where the involvement of the Ministry of Health and Long-Term Care Health Capital Investment Branch is not required.

Proposal Examples:

  • Requests for setting up or creating new hemodialysis stations within an existing dialysis unit
  • Funding requests to support the purchase of new hemodialysis machines and equipment

Submission Deadlines: Submit proposals by September 30 for requests for the current fiscal year, or by January 31 for requests for the following fiscal year.

Home Hemodialysis Program Expansion Proposal

Use the Home Hemodialysis Program Expansion Proposal for the expansion of a Regional Renal Program’s home hemodialysis program.

Proposal Example: Funding requests to support the purchase of new home hemodialysis machines and portable reverse osmosis systems

Submission Deadlines: Submit proposals by September 30 for requests for the current fiscal year, or by January 31 for requests for the following fiscal year.
